Is the size of a new Queen in Queen cell governed by the size of of the old queen - ie will a small Queen produce another small queen.

On the last two inspections I have found about 8 play cups ln the face of a frame. First time I tore out the side of them. On the second inspection they have repaired them. Unsure if I left them would they charge them and create Queen cells. Should I have left them to see if they create QC'S
