I have the same cloudiness with a batch of my honey.
I put aside half a jar to experiment on. After filtering (200 micron), heating and putting in a vacuum. It stayed just the same.
Then had a look at it under a microscope and found it to be pollen.
Customers are preferring to buy more of this (cloudy) honey as they feel it would be better for hay-fever.
Who am I to argue.
