varroa/feed time?

I've just harvested the last of my honey - when's the best time to

a) start feeding them?
b) applying the first varrao treatment (vapour)?

a) at any time if they need feeding.

b) at any time if they need treating.

There are no tablets of stone in beekeeping, but I have just started vaporising all my hives - three treatments separated by five days. Then I plan to give all hives their winter feed.
The varroa drop after the first vap was low (c. 20) in 6/8 hives and higher in two, c.100. Nevertheless I plan to give the complete course to all hives (is Hivemaker hinting that he only treats if his pre-treatment varroa count is substantial?)
The previous vap to my hives was late December.
 
I know there is no evidence of resistance to oxalic, but just in case I ring the changes by using thymol at this time of year. Mind you, I am yet to extract. Doubt I will have to feed much as I will leave them most of what stores they have in the double BB. At last look a couple of weeks ago they had loads of pollen stores, far more than in previous years. Looks good.
