Its a scam.
if you open it and follw thelink it takes you to what is a copy of the paypal log in page.. The proper paypal site starts with HTTPS. This one is just HTTP. If you type in ANY password it lets you in.. They then ask for all your credit card and security details.

just delete it! I get "Phishing Attempts" daily from emails pretending to be Paypal, UPS, FedEx, Lloyds TSB, HSBC and finally Inland Revenue!

in fact http://www.paypal.co.uk is redirected to https://www.paypal.com/ anyway.

And the fact that the majority of those companies won't email you anyway, so anything to do with accounts, ignore it, block it and delete etc. Don't click on any links either.
And never reply as your email address is then flagged up as live.
