Queens traped in cells

My mate spoke to me a couple of weeks ago saying his hive had swarmed and he had reduced to two queen cells ? (his choice I only leave one).

He left them for 4 weeks before re-checking to see if the new queen had started laying, he has found no eggs but he did find the two queen cells he had left still intact with the queens dead inside as he took them off.
I have advised him to put test frame in which he has , he asked me had I heard of this before , which I hadnt.

Just as likely a worker sealed in there. Quite often the bees will reseal the QC, and if there happens to be an unfortunate worker inside................

Test frame still the correct thing to do.
