go to bookers etc and get the big 10kg catering packs about the cheapest way i think
 
drive to ever tesco, sainsbury and morrison, flash your BBKA card and ask if they have any broken sugar packet that are not fit for sale

one at least will have dropped a pallet of sugar

getting broken packets from the supermarkets might not be any good as i work for one now they just sweep it all up and shove it in a box so it has loads of bits in it ok for syrup for the bees though
 
If you don't have sugar in tea/coffee you could collect sugar sachets, free, from various sources; staff canteen, hotels and coffee shops.

Might need a few hundred friends to help if you need it quickly? bee-smillie
