Bees will raise EQCs over drone brood in the absence of workers, correct?

I am sorry; I am pretty sure I have seen here that EQCs will sometimes contain drones but I cannot confirm and I need to decide whether to pull the plug on a colony's queen-raising effort.

This was a Q- nuc taken on 18June which raised EQCs, reduced to one. On first inspection on 18 July that Q was missing and I found a small patch of brood including five EQCs. One of those is now capped, four open. But the surrounding brood, which is starting to be capped, looks a lot like drone brood. It seems like the EQCs will likely contain drones and that they are hopelessly Q-. Does this make sense?
 
United with my other Q- nuc, on one open QC. Others, both the closed QCs and all the "drone" ones (just in case) raked out. No formalites or newspaper, just lots of smoke and my super-useful double-brood nuc box.

Solves another problem too, as the other colony was the one being robbed.
